I think the EASIEST way is to plug a crossover cable into the machine and then plug it into an XP Pro box - it tells you on the XP machine how fast the connection is.  you don't say whether you have access to the box in a physical sense - ie, can you touch it, unplug the cables, or is it colocated hundreds or thousands of miles away.

It is an issue.  We purchased our own cisco managed switches for our colocation - now they provide us drops which are NOT throttled, and I control the switch.  This also enabled us to be moved TWO switches closer the entry point of the OC-12 connections.  Deal with a provider that wants to offer you better facilities!

K.I.S.S - plug the machine into an XP Pro machine and it will tell you NIC speed - that or buy a $29 5 port netgear switch from circuit city - they have bi-color LEDs - green for 100Mbit, yellow for 10Mbit I think - it might be the other way round.  Put that switch onto the drop you have and it should tell if you have 10Mbit or 100Mbit.
