This is not the official site...  this guy didn't like the old stuff and
decided to make his own...  his is a daemon and the orig runs via inetd...

This how to errr...  'information' is very bad...  the author made a simple
error and is in the process of posting what could be considered "Dangerous,
Incorrect, and even Arrogant"...
Bottom line is it's incorrect...

Anyway...  here it is...  you need to turn it on in your inetd.conf and
killall -HUP inetd.
