I've one fan who eject the air in the raq and one who eject the air out
the raq, is it normal?

There's no way you can remotely check and see if the fan is WORKING,
except
by calling the colocation facility and having one of their techs look at
both of the fans.
However, based on the processor temps you gave earlier, one of the fans
is
definely bad. I don't know of any UK supplier of fans, but I'm sure
someone
else on the list knows.
