SO I added the host files and I now have access to the server I
neglected to change the ip of my name server over to the new ip As I
have no done that should it only take overnight or so to resolve and
the sites will post?

Well, you just add to the file C:\WINDOWS\system32\drivers\etc\hots
xx.xx.xx.xx foo.domain.tld
Where xx.xx.xx.xx is the IP you changed your main domain to respond on.
If it's responding on that IP, and httpd.conf is correct, you should be
able to reach the server. I can't remember where the .conf file is for
the admserv.
It's certainly possible that if your colo host is having problems you
won't be able to reach your server.
You might want to check a few IP's adjacent to yours to see if anyone
has sites there.
