Recommendation, forward them to his/her new provider/ISP. Be sure to include
headers (full) so they can see the originating IP address (presumably on
their network block).... If several (not all 2000) do not get a response,
send another 20 or so both to the new provider _and_ their upstream (everyone
gets their bandwidth from someone). At some point you _will_ get a
response...
