We've been using that package on a few of our RaQ4's for a long time for the
very reason of people leaving their POP3 mail on the server. It has helped a
great deal in alleviating the load on the server of the Cobalt shipped
qpopper which was starting to have an appreciable impact.

You could note to the client that the POP3 protocol was not designed for
email to be left on the server, that's what having your own SMTP server or
using IMAP is designed for. This is why large mailbox files can have such a
significant on POP3 performance on the server.

The other thing we did to help load, was to insist upon all clients, that
they POP no more often than once every two minutes. This is enforced using a
daemon that polls the server logs for POP3 logins and emails anyone
"abusing" the system. I released this as GPL code and is available on
