How about setting up a "list" on your RAQ, adding the 2 E-mail addresses to
the "list" and then put the list address in your .forward? Works fine
here...

I have set up an email account that forwards to 2 external email addresses
which in turn sends an SMS message. I have simply listed the 2 external
addresses in a .forward file. When the message leaves the Raq, it sends it
as one message to the 2 addresses. This doesn't allow the SMS bit to work.
Is it possible to force the Raq to send them as 2 separate messages?
