I don't think apache was out of control. We moved the entire site over to another server (Red Hat 7.3) and had the exact same problem there. It also had a low MaxClients settings. Restarting apache or the eniter box did nothing on both server. When I increased the MaxClients, and simply did a reload on the apache process, everything became like a charm. So in this case, it must have been the setting that did the trick.
