[cobalt-users] Setting Permissions on RAQ4

To set permissions on my RAQ 3, I use:

sudo chown admin [filename]
password: *****
chmod 764 [filename]

When I try this on my RAQ4, I get "operation not permitted".

Is there a setting or something that I need to change or do I need to be
using some different syntax or commands?

Any help greatly appreciated.
