(to quote an old post) SSH in and do this:

/usr/bin/makemap hash /etc/mail/virtusertable < /etc/mail/virtusertable
/usr/bin/makemap hash /etc/mail/access < /etc/mail/access
If the rehash of any of those two files returns an error, then
resolve these errors first by editing or deleting the lines which makemap
reported. Once makemap runs through without errors you can go ahead and
install
16402 and 16429.

Then because the failure leaves a bad sendmail.cf that will not do the
pop-before SMTP anymore, (if you have that enabled) you can copy in a good
one to get it working:
To get a good sendmail.cf (that has the pop before smtp in it) I
copied in one from a working server of mine; I put it at:
http://raq11.dnssys.com/sendmail.cf
so the steps would be:
cd /etc/mail/
mv /etc/mail/sendmail.cf /etc/mail/sendmail.cf.old
wget http://raq11.dnssys.com/sendmail.cf
/etc/rc.d/init.d/sendmail stop
killall -9 sendmail
/etc/rc.d/init.d/sendmail start
