What does "free" tell you?

Well, at least processes don't appear to be blocking, and there
doesn't seem to be page thrash.

That's a fair amount of SHMEM use.

Why would restarting decrease memory use, unless a program has a
memory leak?

But if you have bloatware, you still use a good-sized chunk of
memory.
