[cobalt-users] turning of Quotas

Howdy ,

Has anyone, or rather, is anyone, running a Cobalt without Quota's on.
Not as daft a question as it seems, we need to allow users on a couple
of our sites to chown files to each other, and you can't do that on
Quota'd systems, apparently.
