Enter a record for each domain from both RaQs in RaQ#3
You want "Secondary Nameservice for Domain"
Or if RaQ#3 is a 550 then you want to edit "secondary Services"
and add "Secomdary Service for Domain"
You also have to setup RaQ#1 and 2 to have SOA records
that indicate the secondary namserver
"Modify SOA"

This is not easy to do and the best way if
these RaQs in the same datacenter, is to setup
a router that will monitor operation and
reconfigure the routing table when one goes down.
