Nope, Webmin would be your "root" and Usermin would be your "user" level.
Just like Linux itself, it didn't use to have such an in-between level.

There is a new project/module called Virtualmin which is the "siteadmin".

Seems to have been recently liberated to the land of GPL by some knights...

PS. Most people's problem with Webmin is that it is "ugly" and "techy".
Which of course aren't really technical problems, but still valid.
