if you want to use a certificate and use the encryption, you use the https://
If I use the http:// and login, it tells me I am changing to a secure site
If I start with https:// and login, it doesn't and it is secure all along.

No it isn't. Port 81 is NOT encrypted. Port 444 is the 'SSL' port.

SSH/Telnet Window #1
[root /root]# tail -f /var/log/httpd/adm_error
You should get output, and it will be continuous.
SSH/Telnet Window #2
[root /root]# /etc/rc.d/init.d/admserv restart
Okay, if that doesn't tell you anything good.
Popup a web browser
http://domain:81/.cobalt/sysManage/index.html
Now look at your error log again, you should get some ouput,
you can either paste it here, or I am sure it will shed a lot of light
on what is going on.
