You are extremely correct.  It's been this way for a couple
years, and seems to be getting worse. :-(

Is it the fault of the software vendor, the computer owner, or
the ISP?  I'd say software should have *safe* defaults, and
people should know WTH they're doing on their computer systems
before tinkering.  I'd also like it if more ISPs blocked outbound
25/TCP... run authenticated relaying on other ports.  Ditch
POP-before-SMTP.

As long as there's another party to blame, that seems to be the
easiest "answer".  Unfortunately, it's by no means the best one.
