Is the ISP using some kind of blocking to prevent customers from sending
via other SMTP?

Customers are connecting through various ISP's such as Comcast, Cox and
AOL. That is why I think it is either server related or a problem with
my co-lo. It seems to work on an off and is not a constant problem.
