I'm sure I've restarted php without rebooting, but I can't remember how - restarting apache doesn't help - but a reboot will.
I had a similar problem and couldn't remember how to reinitialize php today - so I rebooted - problem solved. Perhaps someone with less of a sieve for a mind can remind us how to restart php without rebooting...
