I get the same problem:
[admin@www admin]$ /usr/local/sbin/cobalt_upgrade RaQ3-All-CMU-2.43.pkg
4015 Problem installing package component: RaQ3-cmu-2.43-0.noarch.rpm
4015 Error in installation script upgrade_me

A while back, I had the joys of upgrading 3 RaQ3's from a new install. I
ran into this problem, and had to rebuild my RPM Database. Give that a try!
rpm --rebuilddb
I did that, and everything started working again. Give that a try!
