man cadduser

From memory, here's how to add a virtual site.

caddvsite -i 11.11.11.11 -n www -d example.com -q 10 -u 10

-i = IP address
-n = host name
-d = FQDN
-q = Site quota
-u = Number of Users on a virtual site quota.
