Building from the ground up will be a chore. You may want to go to
SourceForge and look for E-Grail. It is a server based CMS app and will have
the GUI option included. We messed with it a bit, it is a large app,
requires a far amount of programming skills to setup and you will need to
install some perl modules, I think they have a module package available.
We ended up going to a modified app from Miro Com called Mambo. Not a server
wide app but with some changes might be able to make it that way.
