I think your incoming queue folder should be /var/spool/mqueue.in.

MailScanner runs two copies of sendmail, one of which receives mail and 
puts it in the incoming queue folder; the second take mail from the 
outgoing queue folder and delivers it.  The MailScanner script copies 
mail from the incoming folder to the outgoing during scanning.

The openwebmail instructions seem too simple, and they're for a very old 
version of MailScanner.
