Gerald,

Almost all pkgs check to see what the /etc/build returns, and if it 
does not match what is in the PKG, it fails.

Stupid question now, when you downloaded it, you had downloaded it 
from the Japanese update page, right? :)

ftp://ftp.cobalt.sun.com/pub/packages/raq4/jpn/

You may want to give that a try if you didn't.
