[cobalt-users] using the admin GUI questions

i've been trying to make some changes to some of my clients sites via the
admin gui. it seems that each time i make a change it restarts httpd. is
this right?

if so, the changes i'm making are turning shell access on and off for
various users. can i just change /etc/passwd directly? or will this muck up
the GUI?
and how would i change the site settings for this?
