[cobalt-users] user and admin login ftp

hi everybody

who know is is possible to upload, delete and modify file in a raq4 from a
user account of a virtual site, when i am in admin mode ?

...in fact i see just right now if i create a user from the GUI and i upload
some file with the login and password of the user, after i can not change
nothing if i am logged with admin login...

is normal ???

i thinking admin can do everything...and also change anything on his
server...

any suggestion welcome
