I see this every once in a while when someone scans my server looking 
for anonymous ftp access. I believe it's a result of the h4x0r scanning 
software they use. It scans a block of IP's and connects/disconnects so 
fast that it freaks out proftpd or something. I usually look up their 
IP in ARIN and report the activity to the abuse contact.
