My question: If I want to block a class 'C' block then does 1.2.3. work or

If you want to allow a "class C block", use 192.168.1 for example.
How about 'A' blocks like RIPE?
If you want to allow a "class A block", use 10 for example.
There is no dot at the end.
I suggest caution for allowing such access for relaying. Allowing a "class
A block" to relay is inviting trouble. You may be visited by unruly
neighbours who will use your mail server to email their one million
prospective customers.:)
