Alright,, I deleted that last account I created and now I can add users ;-)
BUT,,,, I cannot add email alias's now! Ughh,, this never ends... ;-(

I'm not going to be much help because I don't remember what I had to do. But
I had the same situation. I could not add a website or any new user through
the GUI at all. Everything appeared to be working but, it didn't let me add.
It turned out to be some configuration in the way FrontPage was installed
through the GUI for the very last site I had setup.I remember deleting that
site manually and then cleaning up a file. I'm sorry I can't offer anymore,
but I just cannot remember. But maybe this will add a little thought, as to
what caused it. If you can zero in on what you did right before it broke,
you may be able to figure it out. Good luck
