It should only affect the sendmail RPM. You can see what files it updates by
running:
rpm -qpl </path/to/the/rpm>

If you go into the maintenance -> install software page, does it list the
16402/16429 packages? If no, then you should be able to install the default
Cobalt RPM, then install the 16402/16429 packages from the gui. If yes, you
may need to run their uninstall scripts from the command line, before you try
installing the packages again.
Are you running additional software that interfaces or affects sendmail in any
way (i.e. MailScanner, SpamAssassin, etc.)? Having these programs may affect
the upgrade of sendmail. IIRC, the list archives have info from people
dealing with sendmail + <non-cobalt product> issues.
