Procmail is the local delivery agent, so it should work (as would
aliases) for that situation.  If attempting to intercept messages
that are delivered directly to an external SMTP server, I believe
that would NOT work with a default sendmail config.

Note that I say "config".  I can think of a couple config hacks
that I believe would work -- I don't think hacking sendmail
proper is necessary.

It _would_ be messy, though.  Something along the lines of:

1. Match   "R$* @ $+   $: intercept+$1%$2@localhost"   or similar
   inside one of the canonicalization rulesets
2. Have procmail match intercept.*@localhost
3. In addition to the delivery to the intercept account, make
   procmail generate a copy
4. Run the copy through a filter to fix the headers.

However, some sort of loop detection would be necessary...
