I tried creating a file called test.htm in the site web folder here are the contents:
<HTML><BODY> Test</BODY></HTML>
It error 500's too!

I checked the error log:

?!?! Wth is going on here?!?
It's not allowing .htaccess overrides of 404 or anything...
hmmm...
why doesn't the gui generate these entries in access.conf:??

Options All
</Directory>
??
I think I've come across this before, but never "solved" it - something is preventing override for virtual sites.
