[cobalt-users] smtp appears to be down

I received this message this message this morning, how do I go about fixing
this problem.  I don't see how to turn the mailserver off in the control
panel.  I did reboot the server but it did not correct the problem, so I
paid Cobalt to fix it.  Does anyone know what the fix is incase this should
happen in the future.
