Found the problem.
For that those that followed along...
It was a site had inadvertently been setup as a 216. IP - this was a mistake made when altering a CMU export file, prior to import. The cmu.xml file was edited to split it into two (half sites on one machine, half went to another) - and the IPs were changed.
Anyway, because a site had been imported and created using the 216. ip, the machine thought it had a local route to the whole class - it obviously didn't.
So - delete the site (it had been created correctly on another box) - and the route disappeared from the output of /sbin/route
I think I'm fixed now.
Moral of the story:
either do a separate cmuExport per intended import destination, or simply pay closer attention when editing those cmu.xml files.
