Do you have an SSL cert installed on the base domain of the RaQ?

What message(s) do you get in your regular browser when you try to access 
the site?

Try looking in /var/log/httpd/adm_error as well as the regular 
/var/log/httpd/error for clues as to what's happening.  I think it might 
have something to do with the admin UI...
