If you have siteadmin access if he adds a user and makes them site admin
they would automatically have FTP access. I don't think the Cobalt is
what you need for what you're trying to do.

There may be something in proftpd.conf, but I think you need to check
the http://proftpd.linux.co.uk/ site.
