OK. Thanks. After re-reading it, I see it's in the access.conf not the
httpd.conf!
It still doesn't work, here is what I did in the access.conf, uploaded
it, and restarted httpd
<Directory /home/sites/>
...
# This controls which options the .htaccess files in directories can
# override. Can also be "All", or any combination of "Options", "FileInfo",
# "AuthConfig", and "Limit"
#AllowOverride AuthConfig Indexes Limit
AllowOverride All
...
