I don't run email on our Cobalts and I haven't messed with the
any of the packages available for Cobalts so what follows is probably a
waste of your time. But since I've seen no other responses I thought this
one might help.

This could be the result of a simple permission problem. While
this behavior can be changed and it may have been changed for use on a
Cobalt, sendmail no longer runs as root. Well, it really isn't that simple
but this discussion simplicity will do. With that said, check to make sure
the pop-before-smtp database is being created (its probably in /etc/mail)
and check it's permissions. It will have to be readable by sendmail which,
if it's behavior has not been changed, is probably running as root/smmsp.

Second, the newer versions of sendmail can't read the database
maps the older versions use. Being that I don't have a installation here
to tweak telling you how to fix/troubleshoot this is kind of difficult.
With nothing more than a bit of experience to go on I'd recommend
stopping sendmail, then stopping pop-before-smtp, then deleting the
existing pop-before-smtp database and then starting sendmail and then
starting pop-before-smtp and then sit back and see what happens. If that
does not fix it and the permissions are right the pop-before-smtp
daemon or script, which ever the case may be, may require a bit of
tweaking in order to get it to create properly formatted maps and I'll
have to leave that to someone who has access to the code as I don't.

	Hope this helps.
