All outgoing ports up to 1024 are blocked.
They say that they are doing that because they don't want that we run a
server on our PC.

NONE of our customers ( on the raqs) are using the smtp-server. I explained
to them that they have to put the smtp-server of there ISP in there email
program.
Some customers are using WEBMAIL and some PHP-customers are using sendmail
for sending passwords to the visitors of there site.

Relay off your ISP, or see if they'll open port 25 for you. Is
inbound or outbound blocked? Both?

Port perversion rarely is the best answer. If you can clarify
just what is blocked, I'll respond accordingly in greater detail.
