I believe it is up to the registrar, but there are significant systems
that are dependent on the predictability of these names. Currently
almost all registrars only accept A-Z, a-z, 0-9 and - as valid
characters for SLD's. In addition, the domain name may not begin with
'-'. This is followed by the '.' and the two to four character TLD.
