You may have trouble doing this since most Windows admin who put DNS
Server on their network want it there.

Now if they are using your DNS server to query if it fails to resolve on
their network, you can to this by:

Windows 2000
DNS MMC
Right Click DNS server
Forwarders Tab
If they added your IPs as a forward, ask them to put their ISPs
Nameservers

Blocking port 53 from the source address from your firewall will be
faster though.
