The outcome:

I went to my co-lo and the raq was getting as far as DNS server on the
boot and then rebooting. This was a continuous cycle. So I tried to
follow the instructions to reload the OS via my laptop and couldn't get
that going either. Out of desperation, I tried the "Boot from CMOS"
setting fromm the LCD panel on the RaQ and it booted OK. I have rebooted
it a couple of times and comes back up OK. The patch that I installed
this morning is listed as installed so I have no idea what the problem
was.
