You guys shouldn't focus on heat too much in this case. It's a chicken-and-egg problem. The heat is directly linked to the CPU load. As in, if his CPU load is increasing, so will the temperature. So I don't think the heat is causeing his problem, but the problem is causing the heat.
If you look at the stats for my server here: http://host1.ironcreek.net/mrtg/you can see the direct relation of system load vs. temp (look at 2 and 4 am when the logs are split).
So, Mike should persue the advice some others gave (about disabling services) and not focus on the heat right now.
