you could always go to http://www.cobalt.com and it would redirect you to sun
click on support services on the right side
then click on sun cobalt support in the center of the screen
it will take you to 
https://osc-amer.sun.com/OSCSW/svcportal?pageName=CobaltHomePage
On the right side of the page you will see a box titled "OS Restore CD"
It tells you that you can download one and create the CD yourself or the 
phone number to call and buy one.
