It means the interface will receive ALL packets on the network.
Normally it would only receive packets addressed to it.

Each ip address has a port
eth0:0 ipaddress1
eth0:1 ipaddress2
eth0:2 ipaddress3
and so forth
look at the files in /etc/sysconfig/network-scripts
ifcfg-eth0 and so forth
