OUTbound mail? Procmail is usually best with INbound mail. I lurk on the procmail list, and it seems like every few weeks someone comes in and asks how to do this. The answer is usually, "Outbound mail doesn't go through procmail without some special sendmail tweaking. Go ask sendmail people."
Is there something about procmail I'm missing? pjm
