Both Ensim and Plesk use domain-quantity pricing. Perhaps others as
well. That doesn't bother me; in fact it makes sense... if you're only
going to run a few domains why should you have to pay as much as someone
using an unlimited license on a high powered server.
Somehow the company needs to make money to survive. They can either use
a tiered pricing structure or sell it at one price. But if they sell it
at one price it certainly isn't going to be the lowest price.
Per-domain pricing seems fair to me.
