It's just a 2nd ethernet port. You can use it if you wish, or not.
FYI, the RaQ 2 with 2 ethernets is a RaQ 2+

Yes, assign either of the 2 unused IPs to the RaQ. Make sure to get
the netmask and gateway settings correct as well (your ISP will have
those settings).
