Ok, I received this info from my source:
It is possible to force the sync faster with:
echo 5000 > /proc/sys/dev/md/speed-limit
but this is just a temporary solution and it doesn't fix the
underlying problem. This will need to be done after each reboot,
since the number won't "stick"...
The default is 100KB/s, which would be sufficient except the raid
resync thread priority is not working right and it isn't really
obeying this minimum. By bumping it up to say 5000 it will make the
priority less of an issue. This may cause the system to slow down,
so if that becomes a problem scale back the number.
