I've found it is better to stop mailscanner and then start it again after
checking it has actually stopped rather than just doing a restart.

/etc/rc.d/init.d/mailscanner stop
ps -auxw | grep -i mail    #use this to make sure it has actually stopped,
you may need to try it a few times.
/etc/rc.d/init.d/mailscanner start
