I think I need to make a new apxs, that will use the files in 
/usr/local/apache_1.3.27/src/include and so forth.
The apxs on the qube is using the old /usr/apache/include files.

So maybe if I cp apxs to apxs2 and edit it to point to the 1.3.27 files it 
will work.
